As Craig Morgan, his family, fans, and friends continue to mourn the loss of Morgan’s son, 19-year-old Jerry Greer, investigators with the Tennessee Wildlife Resources Agency are trying to figure out why Greer did not return to the surface after being involved in a tubing accident on Sunday.

According to reports, Greer was wearing a life jacket at the time of the accident and was still wearing it when he body was recovered from Kentucky Lake on Monday evening, but somehow, his body did not resurface, despite having the life jacket on.

“We are not sure yet why he did not resurface, although the jacket he was wearing was not Coast Guard approved,” a representative for the Tennessee Wildlife Resources Agency told PEOPLE. “He was legal because of what he was doing and the operator had proper life jackets on board, but the jacket itself was one that many skiers and wave board users wear. As an agency, we prefer jackets that have the Coast Guard approval.”

“This was just a tragic accident as far as hitting a wave and coming off [the tube] and not coming up,” Sheriff Chris Davis, who led the recovery efforts, said.

According to information released by Morgan’s publicist, Jerry was a 2016 graduate of Dickson County High School. He had plans to play football for Marshall University in the fall. Jerry is survived by parents Craig and Karen Greer, sister Aly Beaird and brother-in-law Ryan Beaird, brother Kyle Greer and fiancé Chelsea Rogers and brother Wyatt Greer. Funeral arrangements are still pending.

We’d like to send our condolences to Morgan and his family during this difficult time.
